Urgency of the research. Democracy is recognized as the basis of a justice social system. However, so far both the content of this phenomenon and the specifics of its implementation remain controversial. In a broad sense, democracy is power and good for the majority. And the majority, i. e. the plural, is difficult to bring to a common denominator. It is appropriate to consider an education as such a tool that synchronizes social movement and individual activity in the direction of the common good. Accordingly, the system of adult education is reason to consider an effective tool for the establishment of a democratic social order.

Target setting. Education as a systemic process of holistic influence on the individual is a phenomenon of social responsibility. Therefore, it is expedient to interpret and evaluate adult education from the standpoint of a just social order and democratic freedoms and values.

Actual scientific researches and issues analysis. Prerequisites, causes and history of the adult education system are thoroughly investigated in the works of I. M. Feltsan, who notes the socio-economic factors of adult education. T. Yu. Bazarov, J. M. Neimatov, A. Shapiro, Knecht P. actualize the question of the half-life of knowledge, or the need to update competencies. This opinion is defended, in particular, by G. A. Kliucharev and Iu. V. Latov (2016), who on a meaningful empirical evidence base prove the existence of a significant discrepancy between the needs of the labor market and the volume, content and quality of training of young professionals, graduates of educational institutions. Shibao Guo (2010), Romina Müller, Sabine Remdisch, Katharina Köhler, Liz Marr, Saara Repo & Carsten Yndigegn (2015) note that the organization of lifelong learning has been a political goal of the EU since the late 1990s. Using the example of Denmark, Finland, Germany and England, the authors argue that adult education systems in these countries are at different stages of development, which complicates the internationalization of education in Europe.

The research objective is to find out the content and specifics of the adult education system in Germany from the standpoint of its socio-political influence and the way of establishing a democratic system in a globalized and multicultural, polyethnic society.

The statement of basic material. The range of educational services is really wide. The main reasons and goals of people's universities are as follows: the formation of knowledge, the formation of beliefs, the formation of will, the formation of man. Its motivation is a return to rationalism in everyday life and "concern" for the irrational. The establishment of adult education centers is an opportunity to promote democracy. Such education forms an awareness of the political, social and cultural that can serve as the basis for a true revival of European values. The modern globalized world needs a democratic education that is not limited to national borders and the national idea. For a commonly desired future, there is a need for a broader, panoramic and forward-looking view of European values and the integrative content of European culture. Adult education centers work with traditional universities, non-governmental organizations, local associations to unite society, unite the community for a fairer and more stable social life. Such centers perform the functions of integration and translation of cultural values, universal values of humankind, teach people to be effective in the unity of diversity: uniting people of different talents, competencies and skills into an effective organism of social order.

Conclusions. Education is an important component of the state strategy of community cohesion and internalization of social ideals and values. Through the extensive system of adult education, the principle of harmonization of social and individual, freedom and duty, acceptance of the Other and belonging to the community is realized. The content of adult education in general is the formation of knowledge, beliefs, will, i. e. human as a whole. Democracy is achieved through communication. Adult education motivates them to the best of their ability, both formal and informal.
